ESA Planning and Urban
Engineering Service Agreement (ESA) for Planning/Engineering, Urban Design Services Citywide
SIMCO is currently participating on two ongoing ESA contracts with the NYCDOT for Transportation Planning and Urban Design, and provides various traffic engineering design and planning service throughout the City.
Work tasks included:
- Parking studies
- Traffic analyses
- Pedestrian analyses
- Travel time run surveys
- Sidewalk intercept surveys, and
- Traveler intercept origin-destination (O-D) surveys
Extensive traffic database (i.e., continuous ATR, turning movement, pedestrian, and classification counts, as well as travel time runs using GPS devices) were compiled for the Manhattan Traffic Model (MTM) development program.
As part of the 34th Street Freight Mobility Study, the license plate survey recording technique was used to trace the truck travel patterns along the 34th Street corridor between the Lincoln Tunnel and Queens-Midtown Tunnel over a continuous 24-hour period. Results of the truck license plate matches were used to ascertain the extent of local and through truck travel patterns of tunnel users.
Major elements of the ESA contracts involved curb parking usage surveys, which required observation and recording of parked vehicles along the pre-determined survey routes by field surveyors. License plates of parked vehicles were recorded on field survey sheets.
The reduction of the curb parking usage survey provided information on existing parking characteristics, in terms of hourly parking accumulation, duration and turnover rates. The existing curb parking survey database was used to promulgate new on-street parking regulations and implementation of the City’s Park SMART Parking program in the Park Slope, Upper East Side, and Greenwich neighborhoods
