Fulton Street Transit Center Reconstruction and Hub Development Environmental Assessment, New York, NY

SIMCO, as part of a team, is performing a detailed traffic study to evaluate downtown traffic. This traffic study is being prepared as part of an Environmental Assessment (EA) for the Metropolitan Transportation Authority (MTA).

The MTA has proposed to rehabilitate Fulton Street subway station and construct a concourse under Dey Street with a transit hub connecting the N/R, 1/9, 4/5 and E lines. SIMCO’s tasks included:

  • The review of available data sources, preparation of a data collection plan
  • And collection of necessary supplemental data, specifically:
    .

    • ATR counts, manual turning movement counts,
    • Intersection geometry and signal timing travel speed and delay runs,
    • Pedestrian crosswalk counts, and
    • Stairway counts and platform surveys for designated locations within the project area

From this information, critical peak-hour determinations have been derived, and to date, a Technical Memorandum was prepared to summarize the traffic data collection and analysis for traffic operations in the Fulton Street study area.

Subsequent work tasks will involve:

  • The projection of future traffic and pedestrian flow volumes
  • The analysis of operational impacts expected during the future analysis years under the No-Build and Build traffic conditions
  • Brooklyn Queens Parking Study

Potential improvement measures will be developed to mitigate adverse impacts associated with the proposed Fulton Transit Center project.

In addition, a traffic-related input database was developed for the required air quality and noise environmental analyses. The SYNCHRO model is used to analyze street capacities as well as the simulation of traffic operating conditions.
